Understanding OSHPD 3 Clinics – What It Is & What It Is Not



We are pleased to announce that Brian Cravens, AIA, and Michelle Ferial Asadies, AIA with Puchlik Design Associates have started a Healthcare Committee as a part of the AIA Pasadena and Foothill Chapter. This group will be affiliated with the AIA LA Healthcare Committee and will share the similar mission of “Striving to educate and inspire the healthcare design and planning communities.”

Our goal is to create a platform for the Pasadena and Foothill healthcare community to present their work and provide opportunities for networking. We plan to have up to four (4) presentation meetings/events per year.

This presentation will discuss OSHPD 3 regulations and their implications. We will review clinic types that require OSHPD 3 certification, how to obtain OSHPD 3 certification and the role of the Office of Statewide Health Planning and Development in obtaining certification. The presentation will also discuss a variety of programmatic requirements for OSHPD 3 clinics and certain infrastructure requirements.

After attending this presentation, participants will be able to:
1. Summarize what is OSHPD 3.
2. Identify clinic types that require OSHPD 3 certification.
3. Plan strategies to obtain OSHPD 3 certification and identity who can provide the certification.
4. Comprehend California Building Code section 1226 organization.

Bruce Macpherson, AIA, LEED AP
Principal, Puchlik Design Associates

As a principal with PDA, Bruce Macpherson manages and directs a broad range of projects, providing oversight and leadership to the firm’s professional staff. His extensive knowledge stems from over 20 years experience focused on healthcare architecture, and over 30 years overall in architecture.

Bruce was presented with the prestigious Octavius Morgan Distinguished Service Award for his continual work with the California Architects Board. Appointed in 2014 as a Board Member on the Hospital Building & Safety Board (HBSB) and the 2015 Chairman of the Board’s Administrative Process & Code Change Committee, Bruce furthers his commitment by now serving as the 2016 Chairman of the HBSB for the Office of Statewide Health and Planning Department (OSHPD).

At PDA, he leads the staff in every aspect of project development and delivery, including design bid-build, design-build and negotiated proposal project delivery methods. His “hands-on” management approach provides key guidance on design and technology to the PDA team.
